As part of the new package, the airline industry will receive $15 billion for passenger air carriers and $1 billion for contractors to be exclusively used for employee wages, salaries, and benefits. In order to be eligible, airlines must agree to avoid furloughs or pay and benefit reductions until March 31. Airlines are also required to recall employees involuntarily furloughed between Oct. 1 and the date the airlines agree to the bill s rules.
The package currently awaits the signature of approval from President Trump.
United CEO Scott Kirby and President Brett Hart said in a memo to employees Monday evening that the airline intends to offer temporary employment to more than 13,000 employees who were furloughed in October.

American Airlines begins recalling 17,500 furloughed workers, even with aid package in flux
The workers will get paychecks, but it may take months to actually bring them back to work.
American Airlines has sent recall letters to all 17,500 union employees who were furloughed in October, even though congressional and White House leaders are still negotiating over a $900 billion pandemic relief bill that includes airline payroll support.
Fort Worth-based American Airlines sent a recall email Tuesday to every employee who was furloughed in October. The company also sent more than 8,000 paper recall letters to flight attendants and some other union members who are required to get paper notices.
Bringing back more than 32,000 furloughed workers, including flight attendants, pilots and mechanics, requires restoration of security clearances and ensuring that returning workers are up to date on federally mandated training. Airlines will also have to untangle some furlough mitigation programs, such as no guaranteed pay, that were offered in exchange for maintaining medical benefits. The bill calls for airlines to provide backpay starting Dec. 1, prohibits dividend payments and caps compensation.
The aviation job cuts, mostly at American and United Airlines, began this fall after the terms of the last package, $25 billion in grants and loans, ran out Sept. 30. Delta and Southwest Airlines employees escaped furloughs this year after tens of thousands of workers took buyouts, early retirement packages and temporary leave. American Airlines and United airlines say they ll bring most of the 32,000 industry workers furloughed if the stimulus bill passed by Congress is signed by President Donald Trump.
The bill contains $15 billion in payroll support through March 2021 for the industry harshly hit by travel and business restrictions due to the pandemic, an extension of the $25 billion in relief funding which ran out in the fall.
On the same day as President Trump pardoned controversial characters like Russian investigation figure George Papadopoulos, he criticized the bill for not spending enough on stimulus checks to individuals, threatening to derail months of negotiations he largely delegated to others.
