Middle EastFrance shifts stance on Chad transition calling for civilian government

France on Tuesday moved away from backing a civilian-military transition in Chad calling for a civilian national unity government to be put in place to run its former colony until elections within 18 months.
After President Idriss Deby s death, a military council headed by his son, Mahamat Idriss Deby, seized power and said it would oversee an 18-month transition to elections. Opposition politicians called this a coup.
The military council has been under pressure to hand over power to a civilian transitional government as soon as possible. The African Union has expressed grave concern about the military takeover, while France until now had pushed for a civilian-military solution.

Chad’s army clashed with rebels on Thursday outside the town of Nokou, the army said. Nokou is 12 miles from where President Idriss Deby was killed, while visiting troops on the frontline, 10 days ago.
The army has been battling the Front for Change and Concord in Chad (FACT) in the Kanem desert region along the border with Niger since mid-April. FACT draws mostly from the Goran ethnic group.
During the most recent fighting, the army claimed to have wiped out “several hundred” rebels.

UN focuses on demand to repatriate foreign fighters in Libya

UNITED NATIONS (AP) The U.N. Security Council held an informal meeting Thursday focusing on the repatriation of more than 20,000 foreign fighters and mercenaries from Libya, a demand of the country’s transitional government as it heads toward December elections after a decade of fighting and upheaval.
Vietnam’s U.N. Ambassador Dang Dinh Quy, the current council president, told several reporters that members stressed the importance of implementing last October’s cease-fire agreement which included the withdrawal of all foreign fighters and mercenaries within three months. That didn’t happen.
