Learn more. Good evening to you. The House of Commons has just adopted a motion to declare China’s actions against Uighurs and other Turkic Muslims a genocide, with the Liberal cabinet abstaining. In a 266-0 vote held a short while ago, the Conservative motion was supported by New Democrat, Bloc Québécois, and Green MPs. All Liberal backbenchers present supported the motion. Foreign Affairs Minister Marc Garneau abstained “on behalf of the government of Canada.” No other ministers, including Prime Minister Justin Trudeau, were present for the vote.

The government either drags its feet or ignores it entirely. Eventually and usually sooner rather than later, these days opposition members join forces to bring the full weight of parliamentary privilege to bear by adopting a motion ordering the government to comply with the request, or face being found in contempt. To give its full, unabashed title, it is the power of Parliament and its committees to “send for persons, papers and records,” as established in the Constitution and rooted in centuries-old privileges and tradition.
