Chatham Area Transit employees deemed essential workers had their pay increased during the first few months of the COVID-19 pandemic, but the biggest windfall from a $10.8 million federal CARES Act grant went to executives and administrative staff rather than the bus drivers who faced the public daily. According to documents obtained by the Savannah Morning News through the Open Records Act, Director of Maintenance Steve Boatwright received $27,920; former interim CEO Michael Brown, $25,636; former CFO Terri Harrison $22,244 and Director of Transportation Wendy Arden, $20,740. Eleven other administrative staff members received payments ranging from $9,000 to $18,000.  Union members, including about 60 bus drivers who volunteered to work during the same period from April to June received time-and-a-half, which averaged out to $2,563 per member.
