BALTIMORE (AP) â A Baltimore judge has blocked Gov. Larry Hoganâs plan to end pandemic-related federal enhanced unemployment benefits early in Maryland.
Circuit Court Judge Lawrence Fletcher-Hill issued a preliminary injunction Tuesday morning ordering the Hogan administration to keep paying the expanded benefits at least until two lawsuits brought by out-of-work Marylanders are resolved. The governorâs office said the state doesnât plan to appeal, according to news outlets.
Fletcher-Hill found that plaintiffs showed that they would suffer âirreparable harmâ if the preliminary injunction wasnât issued and noted that the plaintiffâs stories are reminders that while the impact of the pandemic has been universal, it has also been âcruelly unevenâ.

Federal enhanced unemployment benefits will continue in Maryland at least through August, the state labor secretary testified Monday during a hearing related to two lawsuits seeking the continuation of the benefits.
News outlets report that Labor Secretary Tiffany Robinson told a Baltimore judge that federal benefits, including supplemental $300 weekly payments, would continue because the federal government requires 30 days’ notice to opt out. The Biden administration notified Robinson that if Judge Lawrence Fletcher-Hill denies an injunction forcing Maryland to continue the programs, the state must go through the 30-day period again. If you were expecting a ruling today on a request for a preliminary injunction by attorneys representing unemployed workers challenging Gov. Larry Hogan’s decision to bring an early end to the state’s participation in federal unemployment benefits you might be disappointed.
That is because after a 7-hour virtual hearing Baltimore City Circuit Court Judge Lawrence Fletcher-Hill said that he may wait until 10 a.m. Tuesday to issue a written opinion on the motion.
Earlier this month Hill issued a temporary restraining order which maintains the benefits through July 13. The Hogan administration had planned to discontinue the enhanced benefits on July 3.
