St. Paul police asking for information on deadly Jan. 21 double shooting

Police are investigating a deadly shooting at the intersection of Payne Avenue and North Street East on Jan. 21.

ST. PAUL, Minn. (FOX 9) - The St. Paul Police Department is asking for anyone who knows what happened in a Jan. 21 shooting that left two men dead to come forward with information.
The deadly shooting occurred at 3:30 a.m. on Jan. 21 on the 500 block of Payne Avenue. Several people called 911 to report gunshots in the area, police said at the time. When officers arrived at the scene, they found two men lying on the sidewalk suffering from gunshot wounds.

Police responding to 911 calls found Rios and Stewart lying on a sidewalk in the area of Payne Avenue and North Street. They were transported to Regions Hospital, where they died.
“Since then, investigators have been looking for anyone who can tell them what led to the shootings and who’s responsible for the deaths,” said Steve Linders, a St. Paul police spokesman. “So far, nobody has come forward with any information.”

St. Paul and Ramsey County have given away more than $12.7 million in emergency grants to about 1,300 small businesses hit hard by the pandemic, with leaders emphasizing the need for both speed and equity in distributing those funds.
Despite efforts to be fair St. Paul used a blind lottery system, Ramsey County funded every qualified applicant in the first two rounds and both promoted their programs in multiple languages some historically underserved areas of the capital city still came out behind.
A Star Tribune analysis of city and county data found that while businesses throughout St. Paul benefited from the St. Paul Bridge Fund for Small Businesses and the Ramsey County Small Business Relief Fund, awards were sparser in some of the city s poorest areas, including the East Side and North End.
