INGLESIDE ON THE BAY, Texas â Moda Midstream in Ingleside is one step closer to expanding their operations, although neighbors to the proposed project remain outspoken against it.
âTheyâre building a pier 600 yards from my back door, said Pepper Mitchell, a neighbor and member of Ingleside on the Bay Coastal Watch Association. Theyâve already had one ship hit a pier, a supertanker. Am I going to wind up with one in my backyard?â
The Texas Commission on Environmental Quality has put its stamp of approval on the expansion project, with some conditions that should mitigate environmental impact. What is still up for a decision is the actual plan to build the barge docks, which the Corps of Engineers is reviewing in an amended permit application.

A skyline of smokestacks appears on the horizon before the rest of Corpus Christi does. Approaching Texas’ “Sparkling City by the Sea” on I-37, a palm-tree-lined highway running from San Antonio to the Gulf Coast, it’s tough to tell where the billowing exhaust from oil refineries ends and the rain clouds begin. Massive storage domes, tangles of pipes, and burning flares reach into the sky, and a potpourri of gasoline, sulfur, and unidentified chemical-burning smells fill the air.

INGLESIDE ON THE BAY, TEXAS â MODA Midstreamâs facility at Ingleside on the Bay is less than a mile from several homes, and a proposed improvement to that facility would move traffic about 1,000 feet closer to those homes.
âEvery time a boat comes up here to dock, the tugboatsâ prop wash comes across our sea grass, and itâs degrading our sea grass,â said Patrick Nye, who lives about 3,700 feet away from MODAâs current dock.
