Jacksonville public officials held a public workshop Feb. 23 with Downtown stakeholders to respond to public criticism that there’s a lack of planning for the St. Johns riverfront. In a presentation at the Jacksonville Main Library, Downtown Investment Authority CEO Lori Boyer used the agency’s Downtown Jacksonville Conceptual 2025 Redevelopment Master Plan to show how she sees proposed riverfront private and public space development being planned to complement each other. “In recent months we have repeatedly heard from members of the public and in the media that there is no master plan for Downtown and we are simply looking at projects piecemeal,” Boyer said. “In fact there is.”

A working group of Downtown CEOs and business leaders formed by Mayor Lenny Curry met Feb. 23 to draft recommendations to the city to improve the urban core. The group’s lead member, The Vestcor Companies Chairman John Rood, said the panel will meet at least twice more by the end of March to meet Curry’s charge of recommending Downtown improvements that can be funded and implemented in the next two years. “I care about it because I think if you don’t have an urban core you’re going to lose our young people,” Rood said in an interview after the meeting.

A National Park Service decision complicates Jacksonville Jaguars owner Shad Khan’s plans to develop the Shipyards and Metropolitan Park. The Florida Department of Environmental Protection notified city attorney John Sawyer on Dec. 2 that the National Park Service will not consider the Shipyards as replacement property for Metropolitan Park. “I wanted to let you know that NPS has responded to the City’s proposal of the Shipyards as replacement property for the Metro Park conversion,” department Land and Recreation Grants Program Manager Rebecca Wood wrote to Sawyer, governmental operations department chief of the city Office of General Counsel.

You re referencing the Lot J proposal, which – as most readers know by now – the City Council voted down Tuesday night; it received 12 of 19 votes, one short of passing. As I wrote Wednesday, the decision disappointed Jaguars leadership; Lot J represented a vision to revitalize the area around TIAA Bank Field and therefore was considered key to the franchise s long-term financial stability. Is the failure the beginning of the end of the Jaguars in Jacksonville? The team s leadership clearly isn t thinking that way. President Mark Lamping said immediately following the vote that three things must happen for the franchise to be stable – and therefore to be in Jacksonville – for the long term. One is winning. Another is solving the stadium issue, which means figuring how to get a renovation/new stadium accomplished. The third is revitalizing downtown Jacksonville. T
