Three Wayne County jails are the first detention facilities in the U.S. to implement groundbreaking heated filtration technology units to tackle the spread of COVID-19.
Thus far, 12 Integrated Viral Protection (IVP) units have been installed at five Wayne County buildings, three jails and two administrative buildings. Through powerful circulation, the IVP units catch and kill airborne viruses including tuberculosis, influenza as well as the novel coronavirus while disinfecting the air.
The decision to integrate the system was a personal one for Sheriff Raphael Washington, he said during the announcement of the new system Thursday, as it began under the leadership of the late Sheriff Benny Napoleon. Napoleon died of the virus on Dec. 17 after experiencing complications that required hospitalization.

The late Wayne County Sheriff Benny Napoleon was a transcendent figure. He spent most of his law enforcement career with the Detroit Police Department becoming police chief in 1998.
Napoleon went on to become Wayne County assistant executive and then sheriff in 2009. It was his passion for Detroit that made him a household name. His charitable work included coat drives for kids and successful golf fundraisers.
Napoleon was a proud Cass Tech alumni spending years raising money for student programs. He was an admired and well respected law enforcement official. Those who know him say his daughter Tiffany is proof of his character. And that he set the bar high for future generations of Detroiters.
GOVERNOR WHITMER S 2021 STATE OF THE STATE ADDRESS
Good evening.
Last year, I gave my second State of the State address in the House Chamber here in the capitol.
Like much of the last year, this State of the State is different, because it has to be. Tonight, it’s just me and a few people in my Capitol office.
And while it’s different, it s an opportunity to speak directly to you the people of Michigan about the past year, and our priorities in 2021.
At the risk of losing you in the first minutes of this speech, I’m going to use a Latin phrase: Annus horribilis: a year of horribles. Before I tell you more, take comfort in knowing that tough years like 2020, our annus horribilis, are usually followed by great years – and yes, there’s Latin a phrase for that too: annus mirabilis.
