An independent Māori health authority has come a step close with the crown and the six claimants in the Health Services and Outcomes Kaupapa Inquiry filing a joint memorandum to the Waitangi Tribunal detailing its terms of reference.

Waitangi Tribunal claimants are stepping up the pressure for Oranga Tamariki head Grainne Moss to step down in the wake of the resignation of her deputy Hoani Lambert.
