Hartford City man faces meth, neglect charges HARTFORD CITY, Ind. A Hartford City man faces felony charges after authorities said they found meth in the bedroom he shares with his 3-year-old son. Harry W. Bice, 28, of the 600 block of North Broadway, is charged with possession of meth and neglect of a dependent. Blackford County sheriff s deputies and Hartford City police came to Bice s home last week trying to serve an arrest warrant on another person. After Bice s mother gave authorities permission to search the house, they found two bags containing meth in his bedroom. Bice told investigators he was not a meth user, according to court documents.
