6 Newport, RI Systems engineer Jimmy Li, of the Naval Undersea Warfare Center Division Newport’s Undersea Warfare Electromagnetic Systems Department, spends his working hours installing signal systems on U.S. Navy submarines. On some weekends and deployments with the R.I. Army National Guard, Li addresses signal systems used by the Army.
Hired at Division Newport in August 2016, as the technical insertion (TI)-18 install coordination lead of the BLQ-10 system, Li ensures the complete installation of the electronic warfare support system for U.S. submarines that provides automatic intercept capabilities for both radar and communications signals.
In 2020, Li completed R.I. Army National Guard Officer Candidate School (OCS) and was commissioned as a second lieutenant, signal corps officer, assigned to Headquarters and Headquarters Battery 1st Division, 103rd Field Artillery Regiment in Providence, Rhode Island.

6 NEWPORT, R.I. Naval Undersea Warfare Center (NUWC) Division Newport employees Concepcion Vazquez, Malcolm Lewis, Elijah Kibler, Omar Rivera Morales and Marcus Davis recently won Career Communications Group (CCG) Black Engineer of the Year Award (BEYA) STEM Outstanding Achievement Awards.
Vazquez, Lewis and Kibler won in the Modern-Day Technology Leader category, which recognizes a commitment to shaping the future of STEM fields. Rivera Morales and Davis won in the Science Spectrum Trailblazer category, which honors minority men and women who are actively creating new paths for others in science, research, technology, and development.
Vazquez, of South Kingstown, Rhode Island, head of the Division Newport Information Management Systems Branch in the Undersea Warfare (USW) Combat Systems Department, manages 26 engineers, scientists and technicians who provide software systems engineering, training and logistics support for submarine and surveillance systems. 6 NEWPORT, R.I. Naval Undersea Warfare Center (NUWC) Division Newport, under the direction of the Program Executive Office, Submarines’ (PEO SUB) Submarine Combat and Weapons Control Program Office (PMS 425), is showing what is possible when you combine speed with technical rigor.
In less than one year, Division Newport’s Undersea Warfare Combat Systems Department created and fielded a virtualized AN/BYG-1 submarine combat control system (CCS) that provides equivalent CCS functionality in one-fourth the hardware footprint of the organic CCS. The program recently had significant achievements with its first live-fire demonstration and deployment of a new machine learning application.
