The British Royal Navy destroyer HMS Defender recently broke away from the HMS Queen Elizabeth Carrier Strike Group to conduct a Black Sea mission that triggered Russiaâs reflexive dishonesty. This was one episode among several lately that demonstrate increasing resistance to Russian and Chinese assaults on a rules-based international order.
The Defender sailed close to the Crimean coast, through what Russia has claimed are its territorial waters since it seized Crimea from Ukraine seven years ago. The Defenderâs mission in Ukrainian waters was to demonstrate that the legality of the seizure has never been recognized internationally. Russia responded by claiming to have fired shots at, and dropped fragmentation bombs near, the Defender, which Russia said then changed course. Although Russian planes flew low over the ship, no bombs were dropped, the only gunfire was from a previously scheduled Russian exercise nearby, and the Defender did not alter its course, a

THE UNITED STATES is forming what looks like the kind of alliance against China that American policy-makers have dreamed of ever since the victory of the Communist forces of Mao Zedong over the U.S.-backed Nationalist Chinese of Chiang Kaiâshek more than 70 years ago.
Always looking for ways to form a united coalition against the rising power of China, the U.S. has masterminded whatâs called âthe Quadâ of four countries, including the U.S., Japan, India, and Australia.
The Quad, for âquadrilateral security dialog,â is far from a military alliance, but these countries could coordinate military activities in a showdown against China if the Chinese threat increases from the Korean peninsula to the South China Sea and the Indian Ocean.

China exercising self-restraint against Japan ships near Senkakus
China has told Japan that Beijing is exercising self-restraint in operating its coast guard ships near the Senkaku Islands amid rising security concerns over its new law which allows such ships to use weapons against foreign vessels, Japanese government sources said Saturday.
Japan in response criticized Chinese coast guard vessels spotted around the Japanese-controlled, Chinese-claimed islands in the East China Sea before and after the new law took effect on Feb. 1, saying that the islands are Japan s inherent territory, the sources said.
