The Cherokee Nation is receiving $1.8 billion in COVID-19 recovery funds through President Biden’s American Rescue Plan.
Principal Chief Chuck Hoskin Jr. and Deputy Chief Bryan Warner’s proposed spending plan for the funds will provide every Cherokee citizen with a total of $2,000 in direct relief assistance ($1,000 each year for two years) while also bolstering the tribe’s mental health and wellness initiatives, assisting Cherokee-owned small businesses, reinforcing tribal health care services, improving infrastructure, and supporting education, housing, job training and more for Cherokee families.
The American Rescue Plan Act, or ARPA, provides a $20 billion set aside for tribal governments to help turn the tide of the pandemic, address the economic fallout, and build a strong foundation for recovery.

“I’m proud to join with my fellow mayors and happy to see support coming from Senator Cooney to provide our families with access to a guaranteed income,” said Mayor Warren. “We can now move forward quickly on the commitment we made as members of Mayor’s for a Guaranteed Income. I am looking forward to the first public meeting of our Reparations and Universal Basic Income Exploratory Committee next week so we can begin talking about how to make this a reality in Rochester.”
The Reparations and Universal Basic Income Exploratory Committee was tasked by Mayor Warren in April 2021 to explore the implementation of reparations and a universal basic income program for Rochester. The exploratory committee will review existing reparations pilots in other cities across the country to see how similar programs can be developed for Rochester.

ROCHESTER, N.Y. (WHEC) Rochester Mayor Lovely Warren Wednesday announced the first meeting of the Mayor’s Reparations and Universal Basic Income Exploratory Committee will take place Tuesday.
In March, News10NBC obtained a letter from Mayor Warren that spelled out the process of creating an exploratory committee with the goal of implementing reparations, possibly through monetary sum a City-sponsored homeownership mortgage program.
The committee is chaired by City Chief of Staff Brittaney Wells and Chief Equity Officer Dr. Cephas Archie and members include faith and community leaders. Warren also invited community organizations, including the Ibero-American Action League, Urban League of Rochester, Frederick Douglass Family Initiatives, Action for a Better Community, United Way of Rochester and the Rochester-Monroe Anti-Poverty Initiative.
