Howard County residents were no different. Four of the top five read stories on the Tribune’s website in 2020 are COVID-19 related. They are: 1. Howard County bars sales of nonessential items at essential businesses Howard County was one of the first counties in the state to institute a strict lockdown early on in the pandemic, but it was the commissioners’ ban of the sale of items deemed “nonessential” at businesses deemed “essential” that was the most controversial.

$4 9M grant to fund new addiction, mental health facility in Kokomo

Dec 21, 2020 A $4.9 million grant is set to fund a new facility in Kokomo that offers housing and treatment for those suffering from mental health or substance abuse issues and offers an alternative to jail or the emergency room. The facility is called a Drop-In Engagement Center, and the grant was awarded to the Community Foundation Serving Howard, Clinton and Carroll Counties by the Lilly Endowment Inc.’s Giving Indiana Funds for Tomorrow. Foundation President Greg Aaron announced the project Friday during a press conference. He said Lilly awarded the funding after the foundation completed a more than 40-page application detailing their plans for the drop-in center.
