ACLU of Delaware calls for repeal of panhandling statute

The ACLU of Delaware, National Homelessness Law Center and other advocates are encouraging the state legislature to consider repealing laws that criminalize panhandling, instead of passing House Bill 58, which keeps penalties in place but uses the legal process to connect homeless people facing panhandling charges with social services.Coastal Point • Submitted The ACLU of Delaware (ACLU-DE), National Homelessness Law Center (NHLC), and other community advocates sent a letter to members of the House Judiciary Committee this, asking them to consider repeal of laws that criminalize panhandling, rather than passing House Bill 58, which would keep penalties for panhandling in place. In response to the letter, some sponsors of HB 58 have pledged to explore legislation that would repeal the unconstitutional statutes, ACLU representatives noted.

Delaware News Journal Some Delaware lawmakers want to drop a state law that demands public school students pledge allegiance to the American flag and punishes teachers with prison time if they don t enforce it. Under law, teachers and principals who don t direct their students to pledge allegiance to the flag can be fined up to $50 or sent to prison for up to 10 days. House Bill 107 by Rep. Paul Baumbach, D-Newark, would still require that students pledge allegiance to the American flag every school day. But instead of requiring all students to cite the pledge, the bill would let students who don t want to participate to stand silently or stay seated.
