Mental health leaders brief board on crisis services in wake of deadly police shooting

April 23, 2021 Leaders from the County’s Behavioral Health Division briefed the Board of County Commissioners on the Mobile Crisis Program Tuesday, April 20, outlining the full scope of crisis services available to Multnomah County residents. Mobile crisis services play a key role in emergency situations that don’t require law enforcement, fire or ambulance services. The COVID-19 pandemic, the racial justice movement, criminal justice reform, and other crises have underscored the need for easy access to mental health services, experts told the Board Tuesday.  The death last Friday of Robert Delgado underscores that need. Delgado, a resident experiencing homelessness who lived with mental illness, was shot during an encounter with Portland Police. His death has amplified calls for a new approach to responding to 9-1-1 calls that may have a mental health component.

Robert ‘Bob’ Dinwiddle Dec. 19, 1942 Feb. 27, 2021 Loving husband, father and friend, Robert ‘Bob’ Gerald Dinwiddie unexpectedly passed away of natural causes on Feb. 27, 2021, at his home in Vacaville, California. Bob was born on Dec. 19, 1942, in Long Beach, California, to his parents, Robert Roy and Medora Opal Dinwiddie. Bob attended Long Beach Polytechnic High School where he played the center position on their winning football team and graduated in the Class of 1961. After high school, he attended UCLA and earned a Bachelor of Science in Business Administration in 1966. While at UCLA he was a member of Beta Theta Pi Fraternity where he made lifelong friends.

Here are some of their stories: I remember having to go to school as it had not been canceled at the time. We drove off the hill and I watched Billy (her husband, also a teacher) and the kids head down Mountain Home Drive and all I saw was water everywhere. He said after they arrived at town (Sweet Home) he couldn t believe he had driven through that. Said how stupid that was. I turned onto Santiam Terrace and it too was covered. All the ponds on the hill had overflowed their banks. Got to Highway 20 and had to drive through water multiple times to Lebanon.
