Ryan Dubiel was accused of violating the state s use-of-force guidelines

Dubiel was charged after an incident on June 4, 2020, when he allegedly used a form of pepper spray on two Woodlynne residents. The officer s use of the irritant was not consistent with the (state s) use-of-force policy, the prosecutor s office said. Dubiel was suspended without pay after the midday incident outside a house on the 200 block of Parker Avenue, near Woodlynne Avenue. Charges were brought against Dubiel on June 10 after investigators carefully and impartially reviewed body-camera footage and other evidence, the prosecutor s office said. Court records alleged Dubiel sprayed a 15-year-old boy and an adult, Derrick Swinney. An onlooker s video showed the officer appeared to target a young man sitting with others on the front stoop of a home.
