The decision by Parliament to go into recess until May 5, hinged on President Uhuru Kenyatta s decision to initiate a partial lockdown has placed the BBI referendum proposal at risk.
Members will now be expected to attend and participate in the virtual meetings of committees from their offices within Parliament Buildings as envisaged in the Parliamentary Powers and Privileges ACT, 2017.
According to BBI proponents, the initial plan was to have the Bill presented in the House on April 5, followed by 60 days of campaigning culminating in a referendum.

Summary
In proposals submitted by the Committee of Rules Privileges and Discipline of March, the 11th Parliament will see changes and new rules in the composition of committees, nomination of EALA MPs, and the process of electing the Speaker.
Rule 154 on standing committees and sectoral committees previously offered a member the opportunity to belong to two committees, for a period of two and a half years.

Lawmakers have provided for voluntary resignation of a Speaker and deputy at any moment of their five-year term. The current rules of Parliament only provide for impeachment under rule 107.

CAPE TOWN - Parliament’s Powers and Privileges committee has found 16 Economic Freedom Fighters (EFF) Members of Parliament (MPs) guilty of contempt of Parliament.
The 16 red berets were charged after storming Public Enterprises Minister Pravin Gordhan at the podium when he was delivering his Budget vote in July 2019.
Several EFF MPs have been found guilty of misconduct for disrupting a parliamentary sitting.
The parliamentarians were found guilty of misconduct after they stormed the podium while Public Enterprises Minister Pravin Gordhan was delivering a speech in 2019.
A sanction will be handed down once the MPs involved have made representations.
EFF MPs who stormed the stage while Public Enterprises Minister Pravin Gordhan delivered a speech, have been found guilty on several charges of misconduct.
With the exception of the EFF, all members of Parliament s Powers and Privileges Committee agreed to a guilty finding against the members involved.
The EFF MPs involved will have an opportunity to make representations, before the committee decides on a sanction.
