Abusers who strangle their victims are more likely to escalate their violent behavior and potentially kill their victim(s) or law enforcement officers. As part of their awareness campaign, Western Illinois Regional Council-Community Action Agency (WIRC-CAA) Victim Services is now offering critical strangulation training to local law enforcement officers and other interested organizations.
