Single-Payer Reform and Rural Health in the United States: Lessons from Our Northern Neighbor
Abstract
Single-payer health reform has secured its place in the mainstream American health policy debate, yet its implications for particular subpopulations or sectors of care remain understudied. Amidst many unanswered questions from policymakers and political pundits, rural health has emerged as one such area. This article explores rural Canada’s five-decade-long experience with a national publicly funded health insurance program as a valuable opportunity for cross-national learning. During March 2020, I conducted 13 semi-structured, elite stakeholder interviews with government officials, academic researchers, rural hospital executives, public health association leaders, rural health administrators, and representatives from provincial medical, hospital, and physician associations in Ontario. What advice then do experts have for older Americans with respect to their personal finances, retirement accounts, etc. What actions should they take and/or avoid?
A bit of background: Poor financial capability can erode well-being in later life, according to Understanding Debt in the Older Population, research co-authored by Annamaria Lusardi, a professor at the George Washington University School of Business and Olivia Mitchell, a professor the Wharton School of the University of Pennsylvania.
According to that research, older Americans, ages 51-61 carry debt due to student loans and unpaid medical bills; and having children also contributes to carrying debt close to retirement.

The Committee on Economic, Social and Cultural Rights concluded today its review of the seventh periodic report of Finland on measures taken to implement the provisions of the International Covenant on Economic, Social and Cultural Rights.
Addressing the COVID-19 pandemic, Committee Experts asked the delegation to comment on the impact of the emergency measures on economic, social and cultural rights, notably how they affected minority groups, immigrants, refugees and asylum seekers. What was the practice of Finland to share its resources related to vaccination with other countries that lacked resources? Would Finland support the proposal to waiver intellectual property rights to facilitate the access to vaccines in the Global South?
