In the early morning of 30 December 2020, joint police-military units embarked on two simultaneous operations in the mountainous regions of Panay Island in the Philippines. Zeaphard Caelian, head of the Provincial Disaster Management Program Division (PDMPD), said flooding was reported in the town of Binalbagan, Isabela, and Hinoba-an in the south and Victorias City in the north.
In the towns of Binalbagan and Hinoba-an, 10 families composed of 86 individuals were evacuated and sought shelter on higher ground.
