By the authority vested in me as President by the Constitution and the laws of the United States of America, including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121-5207 (the “Stafford Act”), I hereby order as follows:
Section 1. Policy. Consistent with the nationwide emergency declaration concerning the coronavirus disease 2019 (COVID-19) pandemic on March 13, 2020, it is the policy of my Administration to combat and respond to COVID-19 with the full capacity and capability of the Federal Government to protect and support our families, schools, and businesses, and to assist State, local, Tribal, and territorial governments to do the same, including through emergency and disaster assistance available from the Federal Emergency Management Agency (FEMA).

Last year, in response to the COVID-19 pandemic, the United States Congress and the Puerto Rico Department of Treasury (Hacienda) granted favorable tax treatment to coronavirus-related distributions (CRDs) and participant loans from U.S.-qualified plans and Puerto Rico-qualified plans, respectively. Recently, both jurisdictions extended similar tax treatment to certain distributions, hardship withdrawals, and plan loans related to non-COVID-19 disasters.
U.S. Disaster Relief Rules
Section 302 of the Consolidated Appropriations Act (CAA), 2021 provides special tax relief to make it easier for participants to access funds from their tax qualified retirement plans to recover from disaster losses. The Brazos County Health District confirmed three more residents have died of COVID-19. All three patients were hospitalized in their 60s and included one man and two women. We have now lost 184 Brazos County residents to the COVID-19 pandemic.
The health district reported there are 40 new known cases of COVID-19 in the county and the total number of active cases are at 1,358. As of February 7, 41 Brazos County residents are hospitalized with COVID-19 and the total ICU hospital bed occupancy rate is down to 106%. The total hospital bed occupancy rate is 81%.

BATON ROUGE - The Louisiana Department of Children and Family Services (DCFS) announced Wednesday (Jan. 27) that it received federal approval to begin virtual Disaster Supplemental Nutrition Assistance Program (DSNAP) operations in 6 parishes to provide additional food aid to families affected by Hurricane Zeta.
The application process will run in a single phase from Monday, Feb. 1, to Sunday, Feb. 7.
DSNAP provides food assistance to eligible households who do not receive regular SNAP benefits and who need help buying groceries due to lost income or damages following a disaster. The state must request that the federal government initiate DSNAP but can only do so after the president activates the Stafford Act and approves the parish for Individual Assistance (IA).
