Kolin was a graduate of Buckeye Local High School and attended Yorkville United Methodist Church. He was an artist, liked music and taking pictures. He had a passion for designing clothes and paid particular attention to his shoes. He loved spending time with family and enjoyed family vacations. He was a loyal friend and had the most gentle soul. Board of health approves 2022 budget | News, Sports, Jobs

Staff writer STEUBENVILLE The Jefferson County Board of Health approved a budget for 2022 in a special meeting Wednesday night, hours before it was due to the county auditor’s office. The discussion of different aspects of the budget lasted more than an hour, before a motion to accept and submit the document was made by board member Jean Phillipe Rigaud, contingent upon the board meeting again in October to update the figures based on updated information that will be available then. The budget was prepared by Jefferson County Health Department Fiscal, Grants and Public Information Officer Kelly Wilson along with Health Commissioner Andrew Henry.

Andrew Grimm STEUBENVILLE From the start of Tuesday’s meeting of the Jefferson County Board of Health, through most of the agenda, the topic of disparity in COVID-19 numbers and public health in general among the African American community was a re-occurring topic of discussion. Royal Mayo, local activist and Steubenville City Council candidate, brought up the topic in public participation, and different aspects were discussed at different points in the meeting by county Health Commissioner Andrew Henry, Medical Director Dr. Mark Kissinger, WIC Director Stephanie Chester and members of the board.
