Forum 18: TAJIKISTAN: I do not know what the Mandela Rules are

10 March 2021 Mushfig Bayram, Forum 18 Prison authorities have repeatedly denied seriously ill Jehovah s Witness prisoner of conscience Shamil Khakimov the specialised medical treatment he needs. The 70-year-old has a bad leg which smells like rotten meat and has had coronavirus symptoms. The UN Mandela Rules for prisoners treatment say medical decisions must be made by doctors, and the UN Human Rights Committee and the UN Committee against Torture have both called for Tajikistan to implement the Rules. Yet the prison governor told Forum 18: I do not know what the Mandela Rules are. A Supreme Court official similarly denied knowledge of the Mandela Rules.

Forum 18: TAJIKISTAN: Independent imam jailed again

5 March 2021 Mushfig Bayram, Forum 18 Independent imam Sirojiddin Abdurahmonov, who was also jailed in 2010, was jailed in February for five and a half years along with an unknown number of others. Conscientious objector Rustamjon Norov s appeal against a three and a half year jail sentence is due on 11 March, and a judge has refused to explain why he allowed a Russian Orthodox nun with no connection to the case to testify for the prosecution. On 12 February, a court in the capital Dushanbe jailed Imam Sirojiddin Abdurahmonov (widely known as Mullo Sirojiddin) for five years and six months, along with an unknown number of others. The arrests followed a November 2020 National Security Committee (NSC) secret police raid on Imam Abdurahmonov s Dushanbe flat when he was teaching a small group about Islam. The NSC also confiscated the Imam s religious books and computer.

Joint Letter to Russia s Prosecutor General on Unfounded Charges against Yulia Tsvetkova

  Dear Prosecutor General, We are writing to express our concern and request your action regarding the unfounded criminal prosecution of Yulia Tsvetkova, women’s and LGBT rights activist, theater worker and artist from Komsomolsk-on-Amur. She is facing from two to six years in prison on “pornography” charges for sharing body-positive artwork about female anatomy on social media. On February 8, 2021, the deputy prosecutor of Khabarovsk region, M. Sobchuck approved the indictment against Yulia Tsvetkova on charges of “illegal production and distribution of pornographic materials” (Article 242 (3) (b) of the Criminal Code). To prevent a miscarriage of justice, we request that you look into the case with a view to using your mandate to withdraw the indictment and drop all charges against Ms. Tsvetkova.

Protestants in Turkey asked to spy on community

ISTANBUL: The Association of Protestant Churches in Turkey has released their annual report, highlighting the challenges and violations of religious freedom they faced over the past year. Chief among these violations are allegations that members of the community have been offered work as spies and informants. The group claimed that the trend was especially common in the east and southeast region to provide information about congregation members and churches themselves. The association described the allegations as “alarming” and that it shows the extent of state intrusion and suspicion of their activities.  Dr. Mine Yildirim, head of the Freedom of Belief Initiative and Eurasia Civil Society Program at Norwegian Helsinki Committee, said reports of requests for spying from persons who introduce themselves as civilian police or intelligence services are alarming but not necessarily new.
