Rapid Action Battalion claimed to have arrested Rafiqul Islam Madani, widely known as Shishu Bokta , from Netrakona district today on charge of anti-state speech.
A team of Rab arrested him due to his anti-state speech and inciting chaos, said Commander Khandaker Al Moin, Rab s Legal and Media wing director.
Mamunul was made accused in the two cases.
Meanwhile, Rab detained Rafiqul Islam Madani, 27, also known as Shishu Bokta , at his house in Purbadhola area of Netrakona on charge of spreading anti-state and provocative statements.
On April 3, Rafiqul, a speaker in waz mahfils, appeared on Facebook Live and spoke in support of Mamunul, following the incident at the resort. A Rab team detained him after he created chaos and made irresponsible statements, said Rab Director (legal and media wing) Commander Khandaker Al Moin.
After the news of Rafiqul s detention spread, Mamunul uploaded a Facebook post demanding the former s immediate release.

HC: Juvenile offenders can be jailed for max 10 years

A special High Court bench has observed that confessional statement of an accused child has no legal evidentiary value and such confessions cannot form the basis of finding him guilty.
The three-member bench has also ruled that the maximum term of imprisonment against a juvenile offender cannot be more than 10 years. Recording confession under section 164 of the Code of Criminal Procedure (CrPC) is a part of adversarial trial system and a formal part of the procedures of the mainstream courts/tribunals. Its use against a juvenile offender is, therefore, contrary to the fundamental notion of juvenile justice system, the bench said.

In the full text of a verdict, the High Court observed that the maximum term of imprisonment against a juvenile offender cannot be more than 10 years. In imposing punishment for offences punishable with death or life imprisonment, the maximum term of imprisonment against a juvenile offender or a person who became an adult during trial or detention cannot be more than 10 years, the court said.
A three-member HC bench led by Justice Md Shawkat Hossain had delivered the verdict on August 28, 2019 following an appeal filed by a child in Netrakona. The two other judges of the special bench are Md Ruhul Quddus and Justice ASM Abdul Mobin. Justice Md Shawkat Hossain is now retired.
