NID enhances conservation measures by imposing fines

With a mandatory 20% water-use reduction in place, the Nevada Irrigation District Board of Directors on Wednesday discussed the realities of enforcing drought-related restrictions, opting to impose fines for violators. A resolution adopted by the board lays out a progressively financially punitive course of action in response to excessive or wasteful water use. The administrative citations begin with a written warning that will specify a date and time by which a person can correct their violation. If the deadline is not met, NID may issue a second administrative citation. If the second violation takes place within 12 months of the first, the district will charge $250 for each. If a third administrative citation is issued within 12 months, then the district demands $500 for each violation cited. A fourth violation, and the individual responsible must pay NID $1,000 for each violation cited.

Man involved in 2014 homicide case withdraws guilty plea

A man who has been in custody since 2014 for his connection to an alleged Penn Valley murder will withdraw his guilty pleas in the case, throwing the status of the case into doubt. Nathan Robert Philbrook, 37, had previously pleaded guilty to voluntary manslaughter and felony robbery in connection with the slaying of Isaac Zafft in 2014. As part of a negotiated deal worked out between Philbrook’s legal counsel and the Nevada County District Attorney in 2018, the court had dismissed a first-degree murder charge against Philbrook. But at the defendant’s sentencing hearing on Wednesday, defense attorney David Alkire announced that Philbrook is withdrawing his guilty pleas to all charges.

September trial date set for defendants in Stan Norman murder case

A new trial date has been set in the case of two men accused of the murder of 70-year-old Stan Norman. Sean Bryant, 53, and Michael McCauley, 43, have both pleaded not guilty to the alleged 2018 murder of Norman. Both men face charges of first-degree murder, and Bryant also faces an additional felony torture charge in connection with the case. A Tuesday trial date had been postponed after the lead prosecutor in the case, Chris Walsh, resigned this month from the Nevada County District Attorney’s Office. Newly appointed District Attorney Jesse Wilson said that he will now handle the case himself, adding that his office will be fully prepared to prosecute the case on Sept. 7.
