In 1920, the authorities deemed Buck’s biological mother, Emma Adeline Harlowe Buck, a “low grade moron” and promiscuous for having a child out of wedlock. They committed her to the Virginia State Colony for Epileptics and Feeble-Minded in Madison Heights, near Lynchburg. In 1923, Carrie Buck became pregnant, by her account as the result of rape committed by Clarence Garland, the Dobbs’s nephew. Believing that the pregnancy was evidence of promiscuity and thus of feeblemindedness, John and Alice Dobbs petitioned a court in Charlottesville to have Buck committed, which it did on January 23, 1924. David B. Bennett was recently sworn into office for a second term as judge of the Probate and Juvenile divisions of the Guernsey County Common Pleas Court.
“I have enjoyed the last six-years serving the residents of Guernsey County protecting the most vulnerable members of our community, as well as providing equal justice to all litigants before the court,” said Bennett.
“I am particularly proud of the programs we have established for our youth in an effort to keep them from becoming involved in the court system, and I hope to build on that in my next term.”
