Second appraisal of ferry assets shaves about $3M off value as Bald Head seeks its own bonds

(Port City Daily photo/Johanna Ferebee) BALD HEAD ISLAND –– After heightened public scrutiny over a market value appraisal that grew infamous in the fallout between the Village of Bald Head Island and its transportation partners, a second, new appraisal report is now complete. The new report of the island ferry assets came close to the original, a 7% total difference in appraised land value, about $2.9 million less. Deep Point Marina, located within Southport city limits, was appraised at $33 million, about $3.3 million less than the first appraisal.

Legislators seeking more transparency in local government

It should pass, but it remains uncertain whether the N.C. House will agree. The key provisions of Senate Bill 473 include one that directs city and county chief finance officers to garnish the stipends of elected officials who owe their governments money. Another makes it a low-level felony for local elected officials to secure “personal financial gain” from their governments via undue influence, or the intimidation or bullying of city or county staff. A third provision, added on the floor of the N.C. Senate, is likely to trigger some heartburn among community leaders across the state. It requires elected officials to recuse themselves when a vote comes up on awarding contracts or grants to nonprofits when they’re a director, officer or board member of the nonprofit involved in the deal.

Council of State votes to let certain eviction protections expire Thursday

Certain North Carolina housing eviction policies will end Thursday after a partisan Council of State vote Tuesday to not extend them through July 31. However, Cooper administration officials stressed that many renters remain under federal Centers for Disease Control & Prevention eviction protections if they qualify in the following criteria: Received a federal stimulus check in 2020 or 2021; Were not required to report income to the IRS in 2020; Earn less than $99,000 ($198,000 filing jointly) per year; and Cannot make rent payments due to lost income. The office of Democratic Gov. Roy Cooper reported that Republicans Lt. Gov. Mark Robinson, State Treasurer Dale Folwell, Labor Commissioner Josh Dobson, Agriculture Commissioner Steve Troxler, Insurance Commissioner Mike Causey and State Superintendent of Public Instruction Catherine Truitt opposed extending the executive order.
