How National Assembly padded 2021 budget with over N500 billion

4 min read Before transmitting the 2021 budget to President Muhammadu Buhari, the National Assembly added several controversial projects, as well as increased and slashed the budget of some ministries, departments and agencies (MDAs), a PREMIUM TIMES appraisal of the budget has shown. The 2021 budget proposed by President Buhari to the lawmakers was N13.08 trillion. But upon passage, federal lawmakers used their legislative powers over the budget to up the bill to N13.6 trillion, an increment of over N500 billion. By this increase, the legislators made the proposal larger than the actual estimates. They also inserted new, controversial projects to the budget, numbering over 1000.

[Wilberforce Okwiri, Standard] Governors have hit out at the national government over delayed disbursement of funds to counties. In a statement yesterday, Council of Governors (CoG) Chairman Wycliffe Oparanya termed as untrue National Treasury Cabinet Secretary Ukur Yatani’s assertions that Sh34.6 billion was lying idle at the Central Bank of Kenya while counties protested delayed release of funds from the exchequer. In addition to the Sh93.9 billion already released to counties, Mr Oparanya said seven counties have outstanding disbursements for the months of September and October, 2020. This comes as senators called for a meeting of stakeholders to discuss the debt issue and how it will be managed amid an ailing economy, coupled with effects of the Covid-19 pandemic.

However, if reports are to be believed then there might not be many big bonanza for the Indian Railways this year. Sources have told Zee News, that this year will see only 3% to 5% increase in the railway budget from last financial year. The Union Budget and Railway Budget was presented separately in India for 92 years, until Prime Minister-Narendra Modi-led central government ended the practice in 2016.
