A Tennessee bill limiting the authority of local health boards during a public health crisis cleared the House on Monday afternoon with a 67-26 vote.
HB7, sponsored by Rep. Jason Zachary, R-Knoxville, stems from some Knox County officials disagreement with the Knox County Board of Health over policies it enacted to curb the spread of COVID-19. The board, mostly made up of medical experts, implemented an indoor mask mandate early in the pandemic and later a curfew on restaurants and bars.
Zachary s bill would make boards of health simply advisory bodies during a state of emergency. Under a pandemic executive order issued by Gov. Bill Lee, only local health boards in the state s six largest counties Knox, Davidson, Hamilton, Madison, Shelby and Sullivan have the power to make their own policies during a state of emergency.
