DNA analysis has helped police pinpoint and charge a suspect in a 21-year-old sexual assault cold case from Janesville, according to court documents filed Friday.
John E.W. Carter, 61, of Wisconsin Rapids was charged Friday with two counts of first-degree sexual assault by threat of use of a dangerous weapon. The charges stem from a December 1999 incident in which police say Carter followed a 16-year-old girl to her car in the Janesville Mall parking lot and assaulted her in the car.
The state Department of Criminal Investigation in March informed Janesville police that the Janesville assault was linked to a similar incident at the Fox Valley Mall in early 2000 and that the Grand Chute Police Department had developed a suspect through familial DNA, according to a criminal complaint.

Shoppers can now drink a beer while perusing merchandise at Fox Valley Mall in Aurora.
A Tapville Social self-serve kiosk, which also dispenses cider and wine, opened Saturday on the first level of the mall s Center Park area, between a jewelry store and the MyPerks lounge.
People are surprised they can walk around the mall while they drink, owner Edwin Goitia said Tuesday morning. People are excited to see something new.
It s the second Tapville Social kiosk in the Chicago area. The other is at the Fashion Outlets Chicago mall in Rosemont.
The taps dispense mostly local brews. This week s menu for the Aurora kiosk includes an IPA and a lager brewed by Brother Chimp Brewing of North Aurora, a wheat beer from Bloomington, Indiana and a blueberry cider from Chicago.
Illinois has expanded its COVID vaccine eligibility outside of Chicago to include any resident age 16 or older, opening up appointments to thousands of residents who have so far been unable to receive the vaccine.
Aurora to host next mass vaccination clinic April 13

In collaboration with Jewel-Osco and the Fox Valley Mall, the City of Aurora is hosting its ninth Mass Vaccination Clinic in just over a month.
The clinic will be held on Tuesday, April 13 at the Aurora Mass Vaccination Site at Fox Valley Mall.
2,500 Aurora residents can sign up to receive the appointment link beginning 2 p.m. on Friday, April 9 at www.aurora-il.org/MassVaxAurora.
Residents who sign up will be emailed and texted the appointment link to make appointments for the clinic.
This clinic will provide the first dose of the Pfizer vaccine, which can be taken by anyone 16 years and older. A second-dose appointment will be scheduled at the same site.
