The percentages of Black drivers stopped and searched in Cumberland County, Hope Mills and Spring Lake vary from year to year, state records show. The police chiefs in Hope Mills and Spring Lake and a spokesman for the Cumberland County Sheriff’s Office say they are confident that their law enforcement agencies treat drivers fairly. The Fayetteville Observer analyzed statistics compiled by the State Bureau of Investigation to determine the percentages of Black drivers and white drivers who were stopped and searched from 2010 through the first six months of 2020. The Hope Mills and Spring Lake police departments and the Cumberland County Sheriff s Office stopped and searched fewer vehicles than larger agencies, so smaller variations could impact the percentages from year to year.
