The city issued a permit April 4 for Insight General Contractors Inc. to convert the former Overby’s Inc. property at 2619 Philips Highway for lease to Standard Sand & Silica Co., which operates Surface Prep Supply in Jacksonville.
Insight will renovate the 18,556-square-foot building at a cost of $255,000. Davenport-based Standard Sand & Silica, which makes industrial sand, intends to relocate there from its operation at 600 E. Eighth St. near Springfield.
Surface Prep Supply sells abrasives, coating and athletic field products and rents and sells sandblasting equipment and supplies.
The new location previously housed Overby’s, which repaired luxury used cars.

Mason Greenwood believes he is the perfect environment to achieve what he wants in football after signing a new four-year contract at Manchester United.
The 19-year-old has extended his Old Trafford deal until June 2025, with the option of a further year on top of that.
On signing his new contract, Greenwood said: “When you join the club at seven years old, you just dream of playing for the first-team one day.
