MANCHESTER â Neighbors and opponents of a proposed 500-kilowatt solar group net-metered electric generation facility on Richville Road in Manchester are planning to show up en masse at a scheduled site visit set by the Vermont Public Utility Commission on Tuesday.
The site visit was set at a May 10 evidentiary hearing as part of the application by MHG Solar LLC, which is seeking a Certificate of Public Good for the project.
The plan is to develop a little more than 8 acres of an open field located on Richville Road across from Green Mountain Road into a solar generation facility.

However, throughout the COVID-19 Pandemic, police agencies throughout the state and around the country have limited their interactions with the public to reduce the spread of coronavirus. It has been a challenge to balance limiting the spread of the coronavirus while also enforcing motor vehicle laws. Limited motor vehicle enforcement has likely led to an increase in speeding and other violations, such as distracted driving.
Throughout the 2020 calendar year, the Manchester Police Department conducted a little over 1,000 traffic stops. So far in 2021, MPD has conducted approximately 400 traffic stops.
The Manchester City Council is urging the library to reopen.
Currently, the Manchester Public Library is open on demand at the front door with limited inside appointments on Tuesdays and Thursdays.
But the City Council says they’re hearing from citizens who are frustrated at the limited services.
The Council discussed the issue with Library Director Kristy Folsom at Monday night’s council meeting, trying to understand why the library is really the only public place in Manchester that hasn’t reopened as the pandemic has evolved. Folsom says she follows direction from the Library Board, which has chosen to follow a specific procedure while Delaware County is at the red and orange levels of community transition as determined by the CDC. When the county reaches the next lower level of yellow, the procedure recommends reopening with some restrictions. She also says she hasn’t been hearing those same frustrations from citizens. Through a collaborative effort with SOAR, Peoples Rural Telephone Cooperative designated the City of Manchester as a “Smart Rural Community” giving the area an opportunity to lead the way in terms of broadband services. Officials say they have been expanding into Manchester for the past five years, seeing a need in the area for better broadband. CEO Keith Gabbard says this brings an endless number of opportunities. This gives organizations like Teleworks USA the opportunity to bring in more remote jobs to the area. Gabbard says it is a service that was needed well before the COVID-19 pandemic. PRTC hopes to expand to several counties in Eastern Kentucky, Clay County being one of the first. Gabbard says the overall goal is to provide their broadband services into as much of Kentucky as they can.
