Shehu Sani is Civic Rights Campaigner and politician who has contributed significantly to scholarship as regards the need for Africans to mainstream the practice of good governance and constitutionalism.
Like many African thinkers, he, Shehu Sani recognises the dearth of the virtues consultation and dialogues by the crop of persons who are opportunistically positioned as contemporary political office holders in almost all of African nations and especially Nigeria that is witnessing a rapid regression of the democratic and constitutional values of the public good as the hallmark of governance.
In one of his books with a catchy tittle as follows: “Civilian Dictators of Africa,” Shehu Sani noted in the preface thus:

There was stampede, yesterday, as Nigerians besieged offices of the National Identity Management Commission (NIMC) across the country to get their National Identification Number (NIN).
The development forced the Commission to shut down its Lagos office and to extend its deadlines.
From Lagos to Abuja, Uyo and other parts of the country, it is the same story of overcrowded registration centres. x
This crowd is as result of efforts by Nigerians to meet the two weeks deadline given to subscribers to get their Subscriber Identification Module (SIM) cards linked to their NIN. Findings showed that only about 44 million Nigerians have NIN.
