Rectifying the 18th Amendment
December 23, 2020
In theory, the 18th amendment sounds progressive, almost revolutionary. However, instead of being revolutionary it has proven to be retrogressive. It has impeded economic and political growth and perhaps even societal evolution. We forgot that the whole idea of running societies efficiently, which is good governance can be thwarted by senseless devolution. There is nothing wrong with devolution, but if it is not organized and structured, it can bring a country’s economy to its knees. One just has to remember that over devolution led to the disintegration of the Yugoslav state. In Pakistan, before it goes too far, we should try and correct the process. The evidence indicates that the 18th Amendment has created more problems than it has solved. It has exposed the provincial governments’ lack of clarity and competence.

The federal government is looking for a scapegoat to cover up its failure to curtail its growing current expenditure and its disappointing tax performance, which is at the heart of its ballooning deficit. Or how else would you explain its criticism of what the cabinet last week dubbed as ‘misplaced’ provincial expenditure choices and their ‘poor’ tax effort?
The government, according to information minister Shibli Faraz, was of the view that the provinces had mostly diverted ‘additional’ money they receive on account of their enhanced share from the federal divisible tax pool under the 7th National Finance Commission (NFC) award to create jobs, pay fat salaries to their favourites, and purchase of cars and other luxuries instead of increasing their spend

The Pak Sarzameen Party has decided to go to the court of law against continuous violations of the constitution allegedly by the federal and provincial governments.
The party’s chairman, Syed Mustafa Kamal, made this announcement while addressing a group of youths from District West, who joined the PSP on Saturday at the Pakistan House. He said that if Prime Minister Imran Khan held local government polls in Khyber Pakhtunkhwa, Punjab and Balochistan, the Sindh government would be pressurised to conduct the elections to devolve the powers to the lowest level.
Ready to forgo Sindh govt: Bilawal
LAHORE: PPP Chairman Bilawal Bhutto Zardari has said that his party is ready to sacrifice the PPP-led government in Sindh to push for the removal of the PTI government in the Centre.
âAll of us, including me, have decided to resign,â Bilawal told reporters on Wednesday. He said the Pakistan Democratic Movement (PDM) will devise a strategy to use the âatom bombâ of resignations and long march against the incumbent government.
The PPP chairman once again reiterated the PDMâs demand for Prime Minister Imran Khanâs resignation. He said the opposition would strategise in a way that the country is not destabilised.
