Expert Panel begins its investigation
Based on preliminary data of Transmission System Operators (TSOs), the system separation of the Continental Europe synchronous area, which lasted just over an hour, is classified as a scale 2 (or “extensive”) incident as per ENTSO-E’s Incident Classification Scale (ICS).
According to the ICS Methodology, for scale 2 incidents, a final report shall be prepared by an Expert Panel, where relevant National Regulatory Authorities (NRAs) and the European Agency for the Cooperation of Energy Regulators (ACER) may be involved upon their request. On 8 January 2021 at 14:05 CET the synchronous area of Continental Europe was separated into two parts due to outages of several transmission network elements in a very short time. ENTSO-E has published the first information on the event already on 8 January 2021, followed by an update with geographical view and time sequence on 15 January 2021. Since then, ENTSO-E has analysed a large portion of relevant data aiming to reconstruct the event in detail.
This second update presents the key findings of detailed analyses, which have a preliminary character subject to new facts, which will emerge in the still ongoing investigation.

According to the latest Monitoring Report by the EU Agency for the Cooperation of Energy Regulators (ACER) published today, the implementation of the Network Code on Demand Connection and the Network Code on Requirements for Grid Connection of High Voltage Direct Current Systems and Direct Current-Connected Power Park Modules is well on track in the majority of countries analysed. However, a few National Regulatory Authorities (NRAs) confirmed that the implementation of some of the requirements of general application is still outstanding or it has differed from the provisions included in the two Network Codes.
