March 29, 2021 The Affordable Care Act (ACA) expanded health coverage to more than 24 million people, sharply dropping the uninsured rate for people of all ages, of all racial and ethnic backgrounds, and at all education levels. [1] The recently enacted American Rescue Plan particularly its two-year premium tax credit enhancements for marketplace enrollees and strong financial incentives for states to expand Medicaid is expected to reach millions of the roughly 30 million people who remain uninsured, a group disproportionately composed of people of color. To address these disparities and make further strides toward universal coverage, an essential priority for recovery legislation, Congress should make broader, permanent improvements to marketplace coverage.
