In 1991, Larry Barragan got word that the oil refinery in Long Beach, California where he was working would be closing. It was one of the scariest moments of his career. Barragan was nervous about losing his income, but even worse was the thought of losing his health insurance, especially because his wife was pregnant at the time.

Tuesday night, the Protecting the Right to Organize Act passed the House by 225–205 votes. If it passes the Senate and becomes law, it will peel back over half a century of anti-union policies, including core provisions of the Taft-Hartley Act of 1947. It would override state-level right-to-work protections the darlings of the Koch brothers machine and create harsher penalties for employers who interfere with employees’ organizing efforts. But in myriad ways, the act might also do something unexpected: set the stage for sweeping climate policy.

As a candidate, Biden pledged to be the most labor-friendly president ever. And unions are a key part of Biden s political coalition. But now, with his coronavirus relief bill moving through Congress, the president is enlisting labor support and input as his administration turns to what s likely next on the agenda: a massive infrastructure package that would also put the country on a path toward a much greener economy.
