Kenny Winslow of Springfield, Illinois, named top police chief

The award, which was started by the ILACP in 2016, goes to a chief who excels in his or her own department and provides extraordinary service to the association, a news release said. Winslow will be recognized during the association’s annual conference on August 20 at the Tinley Park Convention Center. “Winslow is viewed by his peers as a model for what a 21st century police chief should be,” said ILACP Executive Director Ed Wojcicki of Springfield. Winslow and his department have implemented many community policing initiatives, including partnering with The Outlet Mentoring Group for their annual Bridging the Gap barbecue with residents and Coffee With Cops.

Stockbridge sets pay scale for police chief

STOCKBRIDGE — The city of Stockbridge continues to move forward with plans to create its own police department and move away from police protection provided by Henry County. The council voted unanimously March 30 to approve a job description and an annual pay scale for a police chief ranging from $92,581.93 to $143,501.98, depending on experience. In a job description posted for the chief’s position, the city states that the chief will be responsible for supervising a department of 57 sworn officers and five civilian employees and providing police protection for an area of 13.31 square miles. Stockbridge has a population of about 30,000. During discussion of the pay scale, City Manager Randy Knighton said the city expects to fill the chief’s position first and then allow the chief to hire his command staff and move forward with “putting in place the necessary ingredients for a full-fledged police department.”

A year after Breonna Taylor’s death, Kentucky lawmakers limit, but don’t ban, use of no-knock warrants The Kentucky state legislature passed a bill on Tuesday setting restrictions on warrants authorizing entry without notice, more commonly known as no-knock warrants. The legislation comes a little more than a year after the death of Breonna Taylor, a Louisville EMT who was killed by police in March of 2020 after they executed a no-knock warrant. While there are conflicting reports between police and bystanders as to whether police announced themselves during the incident, her death spurred a national conversation about the use of this type of warrant.
