Mayor: City came together to face COVID-19 challenges
RICHMOND, Ind. COVID-19 brought continuing challenges to Richmond.
The coronavirus has impacted city government as well as residents, and Mayor Dave Snow spoke about COVID-19 challenges during his State of the City address Thursday.
“COVID-19 has brought with it a seismic shift to our local economy, a dramatic change in how we gather and move about our day and has taken a toll on our physical and mental health as a community,” he said during the address from the Whitewater Community Television studios on the Indiana University East campus.

Positively, COVID-19 called individuals and organizations to help others, but negatively, loved ones have died because of the coronavirus. Snow said vaccinations and continued precautions such as masking, social distancing and washing hands is the recipe for success against the coronavirus.
HANNIBAL â Palmyra City Council members discussed an annual increase for business licenses, citing several costs which have gone up since the $10 license fee was set in 1973.
City Clerk Deena Parsons said increased costs included the hourly rate for city employees, insurance changes, exemptions for self-employed residents and more time to process the applications if a document needs to be resubmitted. City Council members agreed to assess the amount of time and the increase in costs to determine a fee increase planned for the beginning of the calendar year.

City Council members approved a one-year extension to the contract with Area Disposal for business and residential waste removal services.

TimesDaily reported on action taken by the Florence City Council, at their April 20 meeting, to grant a contract to Skipper Consulting to better synchronized the traffic lights on Florence Blvd between the intersection of Dr. Hicks and Tennessee Streets to Middle Road. The Cost for the synchronizing is $40,415. Shipper Consulting is located in Birmingham and has an excellent reputation. Â
Due to the distance between the traffic lights at the intersection and the traffic light at Cox Creek, bc another question is: Is the study necessary for this stretch of road due to distance between lights? Traffic lights can be helpful to control speed of vehicles. From the traffic light at Cox Creek to the traffic light at Middle Road there are several lights on Florence Blvd. Perhaps a study by the cityâs Street Department would be helpful.Â
