CELLULAR TOWER construction is expected to accelerate after the Department of Public Works and Highways (DPWH) issued a department order granting telecommunications firms use of the government’s right of way on national roads, Globe Telecom, Inc. said.
The order authorizes telcos “to construct and undertake excavations and/or restoration works” for information and communications technology infrastructure projects within the “allowable ROW (right of way) limits” of the national roads.
“With this, Globe sees faster network builds in the country after the government removed a major bottleneck that prevented telecom service providers from constructing crucial infrastructure projects along national roads,” the company said in a statement Wednesday.

The Department of Public Works and Highways (DPWH) now allows telcos to occupy a portion of the government’s Right of Way (ROW) to hasten rollouts and network infra maintenance in the next three years.
PLDT Inc. and Smart Communications, Inc. (Smart) Tuesday (April 6) welcomed DPWH’s newly issued Department Order No. 29 (DO 29) enabling Information Communications Tecnology (ICT) Service providers to “construct and undertake excavations and/or restoration work for ICT Infrastructure Projects within the allowable ROW limits of the national roads”.
The problem is, DO 29 will cease in 2024.
Hence, the PLDT and Smart Regulatory Group will be “relentless in securing government issuances to provide a more permanent solution to this Right of Way issue,” according to Atty Aileen Regio, First Vice President and Head of PLDT’s Regulatory and Strategic Affairs.

But acting with haste doesn’t mean that the health and safety of the workers should get compromised, the Department of Public Works and Highways (DPWH) said.
“With just a few more days to fully complete the new Estrella-Pantaleon Bridge, we are mindful that a single case of COVID-19 in the project can lead to an interruption, if not total work stoppage,” Public Works Secretary Mark A. Villar said.
Villar recently issued Department Order (DO) No. 30, which contained revised guidelines for the implementation of infrastructure projects from both the public and private sectors during an ECQ, modfied ECQ (MECQ), general community quarantine (GCQ), and modified GCQ (MGCQ).
