REGIONAL SUMMARY:
A total of 23 disasters (10 floods, 2 landslides, 9 winds-related, 1 storm, and 1 earthquake) affected the region in week 9. These disasters occurred in Indonesia, Thailand and the Philippines. High intensity rain causes floods, landslides, and strong winds in ten provinces in Indonesia as reported by Badan Nasional Penanggulan Bencana (BNPB). The M5.8 earthquake reported by BMKG occurred in 54 km northwest of the Mentawai Islands, West Sumatra. According to Department of Disaster Prevention and Mitigation (DDPM), the high pressure zone from China spreading down resulting in thunderstorms and winds in 17 Province in Thailand. Lastly, Heavy rainfall caused flood and landslide in Banaue, Ifugao (CAR) while strong winds have destroyed homes and crops in North Cotabato (Region XII), the Philippines.

The COVID-19 pandemic was in many an unexpected event that caught the world off guard. The World Economic Forum s 2020 Global Risks Report, for example, did not include pandemics in its list of 10 most likely risks.
However, while the pandemic was unexpected, it was not unavoidable.
A number of global framework and guidelines were developed in recent years to prevent and manage the occurrence of such disasters.
Key among them is the Sendai Framework for Disaster Risk Reduction 2015-2030, which includes biological hazards, such as pandemics, as one of the main risks that countries ought to plan against in line with the International Health Regulations (2005).

The first confirmed COVID-19 case was reported on January 13, 2020. Daily new COVID-19 cases had been in rising then on. The situation was brought under control in July-November, yet lately in 2020, daily new cases have increased significant. A state of emergency was declared on March 26, 2020 and has been extended to February 2021. International flights transporting Covid-19 passengers are banned from transiting through Thailand and the government has stepped up border surveillance to stop the import of COVID-19 cases from neighboring countries. The Government has approved a fiscal package of THB 1.5 trillion (around 9.6 percent of GDP) for health emergency related spending.
PM orders assistance for southern flood victims

BANGKOK (NNT) - The Prime Minister has expressed his support for villagers in the southern region, currently being affected by flooding, stressing that the government will take the utmost care of all people.
Deputy Government Spokesperson Traisuree Taisaranakul revealed that the Prime Minister Gen Prayut Chan-o-cha has ordered the Ministry of Interior, the armed forces and related agencies to assist flood affected villagers in the southern region.
These agencies will be helping with the relocation of items, evacuations, flood draining, disaster supply distribution and communications to keep the general public updated.
Ms. Traisuree said the Prime Minister has offered his support and encouragement to all flood victims, and has thanked related officials and volunteers for their help to alleviate hardships faced by southern villagers.
