Congress poised to pass major bipartisan healthcare reform Cassidy Morrison © Provided by Washington Examiner Congress is set to ban surprise billing practices after being stymied for years by million-dollar opposition campaigns by special interest groups, a goal of members of both parties that eluded them throughout much of the Trump era. “Surprise” billing, or “balance” billing, is when a patient receives a bill for healthcare services from an out-of-network provider, even at an in-network hospital. The charges can be financially devastating and come most often from providers that patients don’t choose when getting care, such as anesthesiologists, emergency room doctors, and ambulances.
