Council submission to Surf Coast Distinctive Area and Landscape process
Council has last night endorsed a submission to the Surf Coast Distinctive Area and Landscape public consultation, as the declared area includes Mount Duneed and Breamlea in the Greater Geelong municipality.

The declaration covers a small area of Breamlea and the area north of the Surf Coast and Greater Geelong municipal boundary at Mount Duneed Road, taking in Mount Duneed up to the Armstrong Creek Urban Growth Boundary. This northern boundary includes the Thompson Valley green break between the urban areas of Armstrong Creek and Torquay.

The draft Hallow Neighbourhood Plan, covering the period between 2020 and 2041, sets out the vision and policies which will govern development in the parish. Part of the plan is for a site allocation of around 40 new homes at Greenhill Lane and includes a mix of policies to ensure any future developments have a mixture of housing types, including affordable housing. The draft Plan also includes policies to protect important views, protect community and recreation facilities, retain existing wildlife habitats, protect the Hallow Conservation Area and proposes the designation of six new Local Green Spaces.

Surf Coast Distinctive Areas and Landscapes project submission
On Tuesday night council will consider its submission to the state government’s draft Statement of Planning Policy and proposed landscape controls as part of the Surf Coast Distinctive Areas and Landscapes project.
The Surf Coast Shire was declared a Distinctive Area and Landscape in September 2019. The objective of the state government project is to ensure long-term protection of the declared area’s unique coastal environments, cultural heritage, natural resources and townships.
The project is consistent with council’s Council Plan objectives of determining more permanent settlement boundaries for Torquay and environmental leadership.
