Atta-ur-Rahman also contends that the HEC is not utilizing the money allocated for scholarships. This is patently false. Scholarships are funded from development funds, and the HEC has utilized the development allocation fully and completely.
The only low intake is in the US Pakistan Knowledge Corridor Scholarship Programme, which aims to fund 10,000 PhD scholarships over 10 years at the top 200 US universities. Unfortunately, the programme is underfunded. At the time of approval in 2016, the government had decided that it should only be awarded to scholars who can win tuition fee waivers from their universities, and that the HEC should only fund travel costs, living allowance, healthcare and bench fees.

On April 2, Dr Atta-ur-Rahman, a former chairman of the HEC (2002-2008) and a contender for the position again, after the unfortunate ordinance aimed at cutting my term prematurely, wrote in this newspaper to criticize the HEC’s record of performance under my tenure.
Quite clearly, he is trying to divert attention from his recent attempts to escape accountability. Nevertheless, since the issues have been raised publicly, they need a public response. Rahman applies a number of derogatory terms to describe the agency under my stewardship, including destruction , lost its way , and “slow down”, and compares it unfavourably to his six-year tenure.
President approves ordinance ending HEC autonomy

Dr Arif Alvi has approved HEC Amendment Ordinance 2021.
ISLAMABAD (Dunya News) – President Arif Alvi has approved Higher Education Commission Amendment Ordinance 2021, formally ending the autonomy of the commission.
According to details, now all decisions of Higher Education Commission (HEC) will be subject to approval of Ministry of Education. Meanwhile, appointment of the HEC chairperson will be for two years and the members of HEC will be appointed for four years.
Earlier on March 27, government removed Chairman HEC Dr. Tariq Banuri before the expiry of his term.

Federal govt decides to abolish autonomy of HEC and subordinate it to Ministry of Education.
According to the ordinance, the appointment of the HEC chairperson will be for two years and the members of HEC will be appointed for four years.
The HEC was established in 2002 as an autonomous institution to ensure the promotion of quality education without any political interference.
