Palo Alto takes heat over solar permitting

Several contractors, including Cinnamon, speculate that the city has a financial incentive not to approve solar installations. Palo Alto, after all, owns its own municipal utility, which sells electricity to customers. More solar panels and energy storage systems, the thinking goes, means less reliance by local homeowners on the city s utilities. I have to hand it to the city. It s commendable that electric rates in Palo Alto are cheaper than electric rates in PG&E. That s great. But the city makes money by selling electricity, and that money goes to support everything going on in the city, Cinnamon said. David Coale, a solar installer and board member in the advocacy group Carbon Free Palo Alto, thinks the issues have more do with City Hall culture. Coale has been advocating for reforms to Palo Alto s permitting process for nearly two decades.
