Former Broussard Police Officer files lawsuit against city over sexual harassment allegations

BROUSSARD, La. â A former Broussard Police officer has filed a lawsuit against the city over allegations of sexual harassment from the leadership of the Broussard Police Department.
The lawsuit is asking for $75,000 and was filed by former officer Ryan Savoie against the City of Broussard Thursday in the 15th Judicial District Court.
According to the lawsuit, Savoie began employment with Broussard Police Department on May 13, 2019 and received unwelcome, inappropriate texts, Snapchat messages and Snapchat photos from Broussard Police Chief Brannon Decou.

BROUSSARD, La. â The Broussard City Council and Mayor Ray Bourque held an executive meeting Tuesday regarding the city s investigation into allegations of workplace sexual harassment against Police Chief Branon Decou.
According to a release from the council, city leaders received a verbal briefing from the attorneys leading the investigation regarding the allegations against Decou.
Decou announced his retirement Monday in a letter to the secretary of state, which becomes effective on June 1.
In the public portion of the meeting held on May 11, the council voted unanimously to immediately terminate Assistant Police Chief Chris Galvez for failure to pursue employee complaints and causing a lack of confidence within the police department.
Broussard Police Chief Brannon Decou, who has since offered his resignation, violated the city s harassment policy, an investigation found.
The investigation was launched in March after the city received an envelope of text messages from former police officer Taylor Jones, who alleged the chief sexually harassed him.
Mayor Ray Bourque launched an investigation that was led by the law firm Breazeale, Sachse and Wilson. The summary of the investigation is that some of the chief s activities were in violation of the city s harassment policy, improper, and not appropriate for a leader of the police department, the firm s summary letter stated. Additionally, certain complaints concerning harassment were not pursued to conclusion by police department leadership.

That’s according to a summary of that investigation provided by Mayor Ray Bourque.
In a letter to Bourque, Breazeale, Sachse & Wilson, LLC, says the allegations reported by KPEL and other news outlets were “corroborated by information obtained through the investigation.” The letter also says department leadership did not pursue any harassment complaints. However, the law firm concluded that Decou’s actions were not illegal.
In as statement, Mayor Bourque says he, three council members, and five community members with law enforcement experience will form a committee to interview and recommend an interim chief. The city council will make the final appointment.
