When international borders closed, dive shop operator Richard Nicholls saw a large part of his business dry up almost overnight.
Mr Nicholls, who owns the Dive Centre Manly, said before the coronavirus pandemic lockdown in March, half his business was made up of international tourists.

The twin sons of New South Wales Labor MP Steve Kamper have been charged with assault ten months after an alleged late-night incident involving a taxi driver.
Nicholas and Christopher Kamper, both 25, were charged with common assault in November connected to the alleged altercation in the early hours of January 18, 2020 at Wolli Creek in south Sydney.
Nicholas was served with a court attendance notice on November 3, while Christopher received a notice on November 13, court documents state, the St George Shire Standard reported.
It s unclear why there was a 10 month delay between the alleged assault and charges being laid.
